Year-Round Shelter
We offer a 45-bed year-round shelter to homeless families with children and single women.
Various Programs
We offer various programs ranging from case management and skills building to educational activities for children.
A Caring Community
We offer a dining hall, computer room, laundry on site, a playground and community room.
Operation HOPE – Vista (Homeless Outreach Providing Encouragement) evolved out of a need identified by the City of Vista in 2003. The City reached out to members of the faith community to come discuss providing shelter for homeless families with children.
Operation HOPE – Vista was commissioned by the Vista City Council to provide emergency winter shelter to families living in Vista and the surrounding area. In its first year of existence, hotel/motel vouchers were issued as the primary assistance available. By the second winter, an actual structure was found in which families were given shelter.


In 2004, the Shelter moved to a rental warehouse on Orange Street in Vista, the site it occupied for eight years, providing a safe place to live, meals and case management. We operated as an Emergency Shelter from December through March. In the years since inception, programs and processes have developed which assist the families with children and single women regaining their independence.
In 2012, Operation HOPE-Vista purchased property at 859 E. Vista Way from the Vista Community Clinic. Through a robust Capital Campaign, we were able to renovate and build a facility, which is now our permanent home.
The Shelter is maintained as a collaborative effort of the Cities of Vista and San Marcos and other government agencies, social service agencies, faith communities, foundation and corporate support, organizations and individual volunteers. We are a 501(c)(3) non-profit organization (EIN 57-1214920) and an active member of the Alliance for Regional Solutions.
We completed our 12th shelter season on March 31, 2015, and are working to become a year-round operation in order to meet the needs of our communities. Throughout the season, we operate at maximum capacity. Families represent an ever increasing sector of the homeless population
